Create new User and provide global administrator
access (you can give any role access based on your requirement)
Select user and click multi-factor
authentication
It will open new window and select
the user again and click enable
Log in with new user:
You can use mobile number to get
OTP or you can use Microsoft Authenticator app for MFA.

When the user lost his access of MFA how Admin solve the
problem?
Admin need to go to AZ-Active Directory and select the user
and click require re-register MFA
Update the MFA phone number and save.
